Normally I do a little write up for each person in the face off, but for this one, I'm just gonna do this:

Powers: Power Girl exhibits all of the classic Kryptonian powers of Superman: super strength, flight, super speed, invulnerability, x-ray, telescopic, microscopic and heat vision, freeze breath and super-hearing as the biological cousin of Superman. Power Girl can fly through space, but has to breathe, so before she leaves a planet, she must take a deep breath and hold it for several hours until she needs a new oxygen source. She now draws her superpowers from yellow sunlight, just like Superman. Kryptonite has no effect on her but she is still vulnerable to magic. As Karen Starr, she is an accomplished business woman and is regarded by Mr. Terrific as a first rate scientist.

The upper limit of Power Girl's strength hasnt been clearly defined. She's been shown capable of going toe to toe w/ Supergirl & Wonder Woman, punching Wonder Woman from North American into Canada.

Powers: Cain Marko found the Gem of the mystical entity Cyttorak, he was empowered with magical energies and transformed into an immortal avatar for the entity in question. As the Juggernaut, Marko possesses superhuman strength, being capable of shattering mountains, lifting and using buildings as weapons, and extreme durability. His durability is amplified by a mystical force field that grants him additional invulnerability to any physical attack (at its maximum).Even when the force field was temporarily absorbed by Thor's hammer, the Juggernaut's natural durability still proved to be great enough to withstand blows from Thor. The Juggernaut is described as physically unstoppable once in motion, does not tire from physical activity and is able to survive without food, water, or oxygen.

It's been shown that an opponent with sufficient physical strength of their own can turn the Juggernaut's unstoppable movement against him, by redirecting his motion so he gets stranded in a position in which he has no purchase; both the Hulk and his son, Skaar, have managed this feat.

The character is vulnerable to mental attacks, a weakness that has been exploited via the removal of his helmet. The Juggernaut has circumvented this weakness on occasion by wearing a metal skullcap inside his main helmet. If Juggernaut loses his helmet he can recreate it by touching certain materials (as long as he possesses the full power of the gem).

Despite his regularly demonstrated focus on eliminating his stepbrother for incidents that occurred in their childhood, Juggernaut has shown a certain respect for others if they have helped him even if they are his traditional enemies. When the Avengers helped to save him from the other Exemplars, he allowed himself to be taken to prison in the aftermath to thank them for helping him, while on another occasion he released Spider-Man after the wall-crawler had been bound with a metal bar to repay the wall-crawler's previous attempt to save him from the renegade Captain Universe, ultimately accepting the wall-crawler's argument to convince him not to kill the now-depowered Captain Universe after the Uni-power abandoned him.

This is REALLY tough, but I believe that PG wins 7/10 in the end.

She has too many things at her disposal and while Juggs is strong enough, he is mentally too weak to beat her at any reasonable pace.

At his strongest he MIGHT be at an advantage, but average PG beats average Juggs.
